Banner Help

Hi everyone. I need some help with redesigning a banner for my dads website and campaign for his election. I had someone make one for me last time, but I forgot who it was now, I would also need a button sized banner as well for other party affiliated websites to link here. If you can help please let me know. My dads website is:

If you look at the top banner of the website, can you take that and change the colors to a red background with white letters and for the message, I have two variations:
